Inside city limits: no
McKinney prohibits the possession, manufacture, storage, sale, handling and use of fireworks within the city, sparklers included (party poppers are allowed), and the ban reaches 5,000 feet beyond the city limits. Fines run up to $2,000. (City of McKinney)
Frisco's ordinance makes it unlawful to manufacture, sell, offer for sale, discharge or possess fireworks of any type. (City of Frisco)
Plano's fire code prohibits the possession, manufacture, storage, sale, handling and use of fireworks, apart from approved displays, and extends that rule 5,000 feet outside the city limits, except where that land is inside another city. (City of Plano fire code ordinance, 2022)
Allen requires a special permit to set off fireworks, and it is generally granted only for special events. (Allen American)
City rules change, so if you live in or near any of these cities, check its current ordinance before you buy.
Unincorporated Collin County: yes, with limits
The Collin County Fire Marshal says it is legal to discharge fireworks on your own private property, or on someone else's private property with the owner's permission, in the unincorporated areas of the county. (Collin County Fire Marshal)
That does not override a city's power to regulate fireworks within 5,000 feet of its limits, which is why McKinney's and Plano's bans reach past the city line. If the land is in a city's extraterritorial jurisdiction (ETJ), the county asks you to check with that city first.
Other county rules: no fireworks on U.S. Army Corps of Engineers property, which includes most parks and land around Lake Lavon and Lake Ray Hubbard; nothing within 600 feet of a church, hospital, school, college or licensed child care center unless it gives written permission; and nothing lit in or from a vehicle or thrown at one. Violations can bring a fine of up to $500 each. The statewide rules are in our Texas fireworks laws guide.
Drought orders and burn bans
Under Texas Local Government Code section 352.051, when the Keetch-Byram Drought Index is 575 or higher, the commissioners court can prohibit or restrict "skyrockets with sticks" and "missiles with fins" in the unincorporated part of the county. The order has to be adopted by June 15 for the Fourth of July and by December 15 for New Year's, and stores must post notice of it. (Tex. Local Gov't Code 352.051)
A county burn ban on outdoor burning is a separate order. Before you shoot, check the Texas A&M Forest Service's daily burn ban map and the Collin County Fire Marshal, or call us and we will tell you what we know.
